The Independent Communications Authority of South Africa (ICASA) hereby issues the Findings Document following the publication of a Discussion Document into the review of South African Local Content on television and radio. The process that drew a lot of attention from interested stakeholders and the general public, summarises the views expressed by interested persons with respect to the regulation of South African Local Content.

Icasa

It is the Authority’s view that the summary is not exhaustive, but reflects on salient issues raised by interested parties; and these will assist ICASA to develop positions and draft regulations informed by the consultations and research conducted thus far on South African Local Content.

The Authority commends stakeholders who took part in this process, with some submitting that local content must be audited across the entire bouquet of the television service provider rather than requiring each channel to measure compliance with television local content requirements.

Others cautioned the Authority that excessively high local content requirements can undermine the viability of broadcasters and pluralism, particularly at the community level as this will lead to a higher number of repeats, ultimately resulting in negative consequences such as the decline in listenership.

Even though the Authority is yet to develop its position, it still believes that through South African music and television programming, radio and television can make a vital contribution to democracy, nation building and development in South Africa; while protecting and developing the country’s national cultures and identities, and promoting local industries.

M-Net Edge clinches HBO deal

Posted by radio On October - 17 - 2014 ADD COMMENTS

The brand new DStv Premium channel M-Net Edge, which will take television connoisseurs to the edge of entertainment from 20 October 2014 at 19:00, will be the future home of HBO in Africa. M-Net has signed a milestone agreement with the renowned US television network to screen all first-run HBO series, as well its iconic library material, exclusively on M-Net Edge.

hboedge

When M-Net Edge launches on DStv’s channel 102 next week, the HBO classic The Sopranos will be a fixture on the schedule on weekdays at 22:00, while viewers will also be able to enjoy the fifth and final season of the highly acclaimed Boardwalk Empire, the period drama starring Steve Buscemi, which has garnered a long list of prestigious awards over the years.

In a revolutionary move, M-Net Edge has furthermore created weekend binge-sessions of drama series that previously only occupied late-night slots on M-Net. All prior spectacular seasons of Game of Thrones will be screened on Saturdays from 21:00 before the latest venomous power struggles of Westeros hit screens world wide in Season 5. These Game of Thrones catch-up sessions will include five episodes back-to-back in one go.

Among the other HBO shows that will premiere on M-Net Edge at a later stage are new seasons of The Newsroom, Veep, Girls, Silicon Valley, The Leftovers and Looking. But that’s not where the good news ends: anyone who has been waiting for the chance to watch gut-wrenching or hard-hitting masterpieces like Rome, Banshee and The Wire again, will love M-Net Edge’s plans for 2015.

“The deal with HBO is a great coup for us,” says Victor Eckard, Director: M-Net and M-Net Edge. “Throughout the world, HBO is well-known for its groundbreaking, cutting-edge and superior quality productions. Their shows are a perfect fit for the bold new M-Net Edge which aims to delight discerning viewers with risque, yet classy, series. This fantastic partnership also allows us to bring the best HBO series to our shores much faster and you’ll know where to find them first — on channel 102.”

“It is great to see M-Net Edge adopt the ‘Home of HBO’ model. It has proven to be successful in many other countries around the world,” said Charles Schreger, President Program Sales for HBO. “We are thrilled to have such a valuable partner like M-Net embrace the HBO brand in this way.”

As part of its promotional campaign to launch M-Net Edge, the legendary Iron Throne from Game of Thrones was brought to South Africa. Some of the country’s biggest stars, passionate Game of Thrones fans – and even politicians such as the Western Cape’s Premier Helen Zille – have already taken their seat in this piece of television history.

ICASA SHUTS DOWN MAGARENG FM.

Posted by radio On December - 8 - 2012 ADD COMMENTS

The Independent Communications Authority of South Africa has received a Court Order to close down Magareng FM, a community radio station in the Northern Cape today for broadcasting without a valid service and frequency spectrum licences, thereby contravening the Electronic Communications Act.

Magareng FM applied to the Authority for a Community Sound Broadcasting Service licence in October 2008 to provide a broadcasting service within the Magareng Municipality in the Northern Cape. Magareng FM’s application was considered and processed by the Authority; and was subsequently granted a Five Year Community Sound Broadcasting licence. The licence was therefore not issued due to the fact the Magareng FM had to comply with pre-licencing terms and conditions, one of which was the registration certificate as a non-profit entity. The station was informed about the Authority’s decision on 25 March 2009.

Magareng FM supplied the Authority with a certificate of registration as a non-profit organization and a copy of their constitution. In considering Magareng FM’s constitution for compliance with the pre-licencing terms and conditions, the following were noted:

  1. That the constitution does not address the quorum for the Annual General Meeting as stated in the Authority’s letter dated 25 March 2009;

  2. That the constitution does not address appeal process as stated in the Authority’s letter dated 25 March 2009; and that the constitution which was lodged with the Department of Social Development is not the same as the one that was considered by the Authority when the registration for a class community sound broadcasting service was approved.

Based on the above concerns, the Authority’s Licensing Unit was of the view that Magareng FM has not complied with its pre-licensing conditions as outlined in the Authority’s letter dated 25 March 2009, and as a result cannot recommend that Magareng Community Radio be issued with a Class Community Sound Broadcasting Service licence, until such conditions are fulfilled.

In the interest of wanting to assist the station to comply with the conditions and commence with the broadcasting service, the Authority paid the station a visit and it was discovered that Magareng FM is providing an illegal broadcasting services on 90.7 MHz to the community in Warrenton without broadcasting service and frequency spectrum licences as required by the Electronic Communications Act.

The Authority decided to send a letter to the station on 30th October 2012 requesting them to desist from an illegal broadcast and informing them to stop broadcasting within fourteen (14) days of the date of the letter. Following receipt of the letter, the station’s management requested a meeting with the Authority to find a solution to the matter. The Authority agreed to have the meeting but Magareng FM’s management failed to attend the meeting they requested.

All the attempts to assist the station to comply and to find a solution to the matter have been exhausted by the Authority and Magareng FM is still broadcasting without a community sound broadcasting service licence and a spectrum licence, despite the instruction to desist from the action and is therefore in contravention of the ECA and ICASA Act. The Authority has therefore confiscated the broadcasting equipment used by the station to provide an illegal broadcasting service.

COMMUNITY RADIO GAINS MOMENTUM

Posted by radio On November - 9 - 2012 ADD COMMENTS

It is that time of the year when SAARF releases the latest RAMS and while many trends since the last release have remained unchanged, there are some slight changes in pattern audience behaviour.  Overall time spent listening to radio has remained unchanged, time spent listening to radio in large urban areas continues to decrease. The opposite is true for many community radio stations around the country.

There have been some significant increases in listenership statistics from community radio stations such as Franshoek 87.6 FM in the Western Cape from 0.2% in August to 0.4% in October. In the Northern Cape more than one station has managed to show significant growth in listenership numbers, Bosveld Stereo listenership jumped from 0.6% in August to 1.7% in October, Moretele Community Radio 106.1FM jumped from 3.0 to 4.7 and Radio Mafisa went from 4.7% to 7.5%. The total increase in community radio listenership in the Northern Cape shifted from 34.3% to 40.1%.  This pattern of increase in listenership is also prevalent in the Free State with a total jump from 36.2% to 36.4%. Limpopo community radio listenership exhibited a different trend with a significant drop from 23.2% to 19.1. Ukhozi FM still leads as an audience favourite, sitting at 51.1%, followed by Umhlobo Wenene FM at 10.1%. Lisedi FM is third with 6.1% of audiences listing it as a favourite.
